Committee Topics

1. The Question of Protecting the Rights of Refugees and Forcibly Displaced Persons

With the United Nations High Commissioner for Refugees reporting 123.2 million forcibly displaced people in 2024, many originating from regions such as the Middle East and East Africa, the global refugee crisis has intensified political, social, and humanitarian pressures worldwide. Refugees continue to face child, sex, and drug trafficking; extreme poverty; forced labor; and severe physical and psychological harm, often without adequate access to basic resources or legal protections.
Although the 1951 Refugee Convention and its 1967 Protocol outline fundamental rights for all refugees, these commitments remain largely unfulfilled. The Human Rights Committee must determine how to ensure these rights are upheld, strengthen international protection mechanisms, and address failures in states' obligations toward displaced populations.

2. The Question of Preventing Genocide and Strengthening Early Intervention Mechanisms

Since 1945, the UN has responded to genocides including those in the Holocaust, Rwanda, Bosnia, Sudan, and under the Khmer Rouge, yet UN action has historically occurred after mass atrocities have already taken place. Existing resolutions and policies intended to prevent or halt genocide have often lacked binding force and failed to stop ongoing violence.
The Human Rights Committee is tasked with developing strategies to prevent future atrocities and address current concerns in regions such as Sudan, Israel/Palestine, and China, ensuring that early warning systems, accountability frameworks, and intervention mechanisms are strengthened to uphold the UN's commitment to "never again."
